The Hallandale Beach Police Athletic League (HBPAL) is part of a national movement that brings law enforcement and communities together through youth engagement, sports, and mentorship. Operated by the Hallandale Beach Police Department, HBPAL provides a safe, supportive space where young people can grow—on and off the field.
We offer year-round programming with two to three sports available each month, including football, flag football, basketball, baseball, soccer, volleyball, track and field, and cheerleading. HBPAL teams regularly travel across South Florida for games, always accompanied by Hallandale Beach Police officers who serve as mentors, role models, and coaches.
As Program Director Jonathan Carrillo puts it,
“Sports teach you everything about teamwork, winning, and overcoming adversity. It’s a big part of growing up—and becoming a productive citizen.”
But sports are just the beginning.
HBPAL is a nonprofit rooted in service and opportunity. We run nationally supported mentoring programs, Family Science Nights, field trips, anti-opioid education, a youth book club, TechQuest summer camp, and signature events like Shop with a Cop.
We’re also proud stewards of the Dr. Martin Luther King Jr. Dream Center, where we host enrichment camps and celebrations in partnership with other community-focused organizations.
Peter Bluesten Park is the City of Hallandale Beach’s signature park, fully renovated in 2019 to better serve the community. It is home to the HBPAL administrative offices and serves as the primary location for our Youth Soccer and Youth Baseball programs.
Peter Bluesten Park officially opened September 28, 2019. The park features an artificial turf soccer field, three baseball fields, stage, playground, tennis, basketball, bankshot basketball, racquetball, and support buildings. The Hallandale Beach YMCA is located in Peter Bluesten Park.
O.B. Johnson Park serves as the home base for our Youth Football and Cheerleading practices. Its state-of-the-art gymnasium also hosts our Basketball and Volleyball programs, making it a central hub for HBPAL’s athletic activities.
This facility also offers the City's Teen Zone program, a new computer lab, fitness gym, and the Nelson Butch Brown Gymnasium. There is something for everybody!

The Dr. Martin Luther King Jr. Dream Center is a vibrant community hub where HBPAL hosts a wide range of activities throughout the year. From science fairs and specialized youth camps to art workshops, Girls Group sessions, and Fatherhood programs, the center supports youth development, family engagement, and lifelong learning. It also serves as a space for collaborative events with like-minded 501(c)(3) organizations, fostering strong partnerships that amplify our shared mission. The Dream Center is also the proud home of our Hallandale Beach Police Explorers, a program that prepares youth for leadership and potential careers in law enforcement. Whether it’s a hands-on project or a community celebration, the MLK Jr. Dream Center brings opportunity, creativity, and connection together under one roof.
Hallandale High School is home to our nationally recognized Track and Field program and serves as the official game site for all HBPAL Youth Football competitions. The school’s facilities provide a professional setting that supports athletic excellence and community pride.
This facility has an eight lane track, long jump pits and the ability to run shot putt, discus and javelin events. PAL also has access to outdoor restroom facilities.
The PAL Board meets the second Wednesday of the month. Board meetings begin at 5:30pm and are open to the public. Board meetings are held virtually through Zoom.
